What happened
On 19 May 2022, New York's Office for the Aging (NYSOFA) announced it would place ElliQ, a voice-operated companion device made by Intuition Robotics, into the homes of 'over 800 older adults'. The agency's announcement states the program was funded through '$2.9 million in funding for pioneering NYSOFA initiatives' in the state's Fiscal Year 2023 budget, delivered through local offices for the aging and the Association on Aging in New York. NYSOFA Director Greg Olsen is quoted saying older adults 'embrace new technology, especially when they see it is designed by older adults to meet their needs'.
What the documents show
A follow-up agency release, describing a year of pilot data, reports a '95% reduction in loneliness' among the 'more than 800 New Yorkers' who took part, alongside over 30 daily interactions, six days a week, and states that more than 75% of those interactions concerned social, physical or mental well-being. The agency's own current program page repeats the 95% figure and puts total unit availability at 'approximately 900'. None of the three documents describes the loneliness measure's methodology, sample retention, or a comparison group; the figure is presented as the pilot's own reported result.
The mechanism
ElliQ is described across all three documents as 'proactive' rather than reactive: it initiates check-ins, activity suggestions and conversation rather than only responding to a user's questions, which the agency frames as the reason for the reported engagement level. That mechanism — outreach the device starts on its own schedule — is what produces daily interaction counts far higher than a device a user must remember to open, and is also what a state agency is buying when it funds a device rather than a hotline: a form of contact that does not depend on the isolated person initiating it.
What it leaves open
The 95% loneliness-reduction figure is the agency's own reported result from its pilot, not an independently peer-reviewed study, and none of the three documents states how loneliness was measured or over what comparison baseline. The program's availability is also stated as conditional: the current program page notes the initiative 'operates in participating counties only' and depends on funding availability. This is an editorial point, not one the documents make directly: a state-funded proactive-contact device is a different intervention, and a different cost, than a subscription a private individual buys for the same functions.
- Is a reported wellbeing outcome the funder's own pilot result, or an independent study?
- Does proactive contact change what a companion device is actually being paid to do?
- Is program availability guaranteed, or contingent on continued public funding?
Read together, NYSOFA's own releases document a specific public bet: that a device which initiates contact on its own schedule reduces loneliness enough to justify state funding. The scale of that reduction, as reported, comes entirely from the funder's own pilot data.
